Girl has third nipple on foot

I always wondered if somebody was born with a nipple on, say, the cheek, would they be required to cover it up? (in the USA, of course)
 
The foot is actually highly neurologically linked to the genitals, hence is theorized to be why the foot fetish exists. On our brain's representation of sensation, the foot is adjacent to the genitals. Crosswiring between adjacent regions is known to occur, especially in amputees. People that had their genitals amputated would still feel like their genitals are there, and could stimulate it by rubbing their feet. 😉
