At least, it looks like a couple of people came to her aid. Just thinking about something like that happening here in the states reminds me about the guy who got hit by a car and people did nothing but walk on by not bothering to help.

Hard to tell. On the one hand, it's Canada, so there's less of a direct jump to "Sue!" than there is in the States. On the other hand, it's a government building, so she knows that the place has money?
