Gigabyte 7Dxe post problem

I recently bought a Gigabyte 7Dxe, how would i go about testing this mobo to see if its bad or not. I've gotta Duron 1GHz, but i think its bad cause its chipped. When i go to boot it up, the cpu will hang after the mem count, i try to get to the bios screen and it hangs. Any suggestions? Should i buy a new mobo and cpu, or just the cpu?
 
hmm...well i've unplugged all IDE, even tried different sticks of ram...none of it worked
then i took the heatsink off the proc. and seen that it was scraping the top of it, the pin holders on the slot had been warn down by the h/s i guess, and he's flipped it around the wrong way, but the claws on this h/s scaps the proc, and i wiped off all the goo he had on the proc and seen the corner of the chip is chipped pretty good.
 
OR,
buy a pci POST CARD diagnostic thingey [technical term, of course], that will tell you how far the POST gets before failure
