Is it possible to do a frame by frame edit on a .gif file? I have one thats 25KB, but I think it could be useable as a AIM buddy icon (at 7KB).

yes it is. If you send it to me I would be happy to pull out your frame that you need, or you can just use Paintshop pro animation Studio.
