Ghosting

I'm referring to the "ghosting" talked about in this article:

where a new frame is drawn before the old one fully clears, creating a sort of "ghost" image that looks bad and even causes eyestrain.

I have an Athlon 900, 256 megs ram, and a Radeon 32 meg DDR and see this in nearly every game. The article speculates that it's caused by game FPS and monitor refresh rate not matching up, not necessarily the video hardware. When I turn details to the min, the effect isn't as present, maybe because I'm getting more FPS so it's closer to the monitor refresh. The problem is, why can't I get decent framerates with my current system and has anyone else had trouble with this? If so, has anyone found any type of solution? Video/game problems are causing me to reconsider custom building my next PC...

no, 19" Samsung SyncMaster 950P. I'm thinking it only shows up when there's a big difference between FPS and refresh rate. Unfortunately most of my games don't show FPS so I can't tell for sure. In 3DMark2001, though, I hardly see it (but I do see a tearing like effect I'm willing to deal with for now). When FPS drops to around 20 to 40 though, it starts to appear.
