This was on the SciFi channel show "Ghost Hunters". It was filmed in Eastern State Penitentiary, in PA, a site well know for unusual experiences and happenings. This was filmed in what is said to be the most "haunted" parts of the building, a cellblock where there is an extraordinary amount of paranormal activity.

It was filmed with an infrared camera. The cellblock was confirmed to be empty. After the ghost hunter crew saw the image on their monitor, they went to the cellblock to try and re-create the event. It was pitch black, and with a sheet or blanket over his head, one of the crew guys tried to move towards the camera and then back away quickly. He sould not do it because it was so dark and he could not see anything.

No conclusive proof of anything, but still very unusual. And the video on the program was much better quality. You could actually make out the shape much better. Still couldn't tell what it was.

if its in a cell block whats with the falling snow?

It's probably just dust and stuff being blown around. Dust is the primary cause of what many people mistake for "spirit orbs" in photographs and video.

if that wasnt sped up...it moved really fast to be a person...or to be anything with legs for that matter...and it looked fluid as well...didnt seem to bob up and down like someone that was running would have...

I say not a ghost
In the first part of the film it seems that something is coming towards the camera
In the second part of the film it seems that something is going away from the camera, but actually few frames before it the same thing is coming towards the camera, my guess is the wind affecting the "dust"
