My guitar in RB does the same thing. It was instant in GH though. I actually hold the guitar properly, as I play guitar I would know this. I end up having to attatch the bass pedal to the guitar and use that to activate star power. Makes it a lot easier as well.

Hmm...I've never had a problem with star power randomly going off on any of the guitars I've used. GH2 Xplorer, GH3 Les Paul, Wired Strat, GH:WT Guitar. Who's the one holding the guitar wrong again?

Sorry I actually asked people who play guitar for real, not just plastic guitar controllers. Yes, holding the neck horizontally is the proper position. Obviously, some people have their own style, but the horizontal neck is the "proper" way to hold your guitar.

Also, considering how the tilt sensor works, you know, it activates when you tilt the guitar neck UP, common sense tells you that holding the guitar neck horizontally is probably encouraged. The very design of the guitar itself screams, "DO NOT HOLD THE GUITAR NECK UP OR IT WILL TRIGGER STAR POWER WHEN YOU DON'T WANT IT TO!"

Obviously, however, common sense eludes you.

The Les Paul uses an accelerometer attached directly to the main board, so there is not an easy fix to adjust the tilt sensor. If you're comfortable with a soldering iron and want to give it a shot, there is a guide here to disable/adjust the tilt switch.
