GF3 TI 500 or GF4 TI 4200?

Dude, no bias or opinion even comes in to it. The GF4TI4200 is far better in every respect, stock clock speed, o/c speed, pure perf, Aniso perf, AA perf, '2D' image quality, TVout, dual monitor support etc etc etc.

Get the 4200, pref the 128MB version, and pref with 3.6ns RAM if you can as that o/c's the best.

Whether he has a 500mhz or whatever is irrelevant.
At some point he'll upgrade the cpu and the 4200 is still the better value at the same price point.

At the same pricing the Ti4200 is the only choice you can possibly make in this case. There is absolutely no reason to consider the Ti500 at all.

gf3 ti500=old and busted
gf4 ti4200= new hotness

now, there was a deal on compgeeks to get a gf3ti500 for like $90 a week ago, that would have been a good price, or you can get a used one on ebay for around $100 also. so at that price maybe old and busted is ok. since most ti4200s are in the $150 range.
