Not entirely. Although dehydration is part of the problem, a type of "withdrawl" is the other part. If you drink long enough, hard enough, eventually your body has to adjust to compensate for the alcohol. Once the alcohol leaves your body, your body has to radjust, and this process can be quite unpleasent. And water won't help. Aspirin and sleep.
