and garbled colours on screen. Anyone have any idea what the problem might be?

I have test all the components in other boards and am at my wits end. Any suggestions are appreciated.
 
Is this a new system or old? Have you tried booting with just cpu/hsf, one stick ram, video card and hd? Then add one piece at a time till problem manifests again?
