Some pages have this built in as part of their advertising. I have no spyware on my PC but still see this at *certain* sites, IGN is one.
Last winter, I picked up a virus that acted similar to what was described. Could not remove it.
Showed up only on my system, not based on the actual site being visited. Happend no matter what profile I was running as long as IE was used.
One way to test would be to locate a page that acts this way and then verifiy the page against a different system.
If the same, then it is probably what the above posters have stated.
If the second system does not exhibit the same attitude, then you may have to follow the original responses in this thread.
