The schools themselves could set up the 5% payment system without government involvement.

And for my 1000th post I will just say you have about three pages (give or take) of reasons why they aren't going to paint themselves into that bankrupt corner.

It could be easily done to avoid your scenario.

They could allow 2% of the student body to adopt the payment plan every year, and make adjustments as they went along. They'd still be mostly tuition based initially.

Basically you just described the problem with our tax code in this country. Only difference is the percent. In your scenario 98% are paying for the other 2% who may or may not pay what the 98% payed for the same education. Seems fair, er not.
