Getting an AMD based gaming rig, question about OC

Hey, I feel it's time to upgrade my rig, I've decided to go with AMD to save quite a bit(prices here are higher than in the U.S.).

This is what I'll probably go with:

CPU: AMD FX-8350 4.0GHz 8-Core Processor
CPU Cooler: Noctua NH-D14 65.0 CFM CPU Cooler
Motherboard: Gigabyte GA-990FXA-UD3 ATX AM3+ Motherboard
Memory: G.Skill Ares Series 8GB (2 x 4GB) DDR3-1600 Memory
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: Gigabyte Radeon R9 290 4GB
Case: Corsair Carbide Series 200R Windowed ATX Mid Tower Case
Power Supply: SeaSonic S12II 620W 80+ Bronze Certified ATX Power Supply

According to http://pcpartpicker.com, power consumption for this system, before OC, not including the parts I intent to transfer over to the new rig is 484w.

How much do you figure it'll be after I OC the CPU to hopefully 4.5ghz and above, and hook up an optical drive plus two additional HDD, one 320GB, the other 500GB? I figure the PSU should be enough no?

Also, how simple is it to OC a GPU? The R9 290 seems like a fine card, but a little more juice is never bad as long as it doesn't run too hot.

The reason I didn't include that information is that I already did my homework and found the cheapest place to purchase from.

I live in Israel, prices here are much higher than in the states.

I thought about buying parts locally and through Amazon, but they don't ship computer parts to Israel, and using a middleman, a company that provides you with an address in the U.S. for your purchase and delivers to your doorstep is too expensive.

For example:

Buying AMD from Amazon and locally - $1695
Buying AMD locally - $1485+discount on R9 290 for building a new PC

Still more expensive than in the U.S.($1067 according to pcpartpicker), but that's how it goes.

Intel is even more expensive, locally and combined so that's out of the question.

I understand AMD 8 core CPUs are somewhat underwhelming, but Battlefield 4 benchmarks show surprisingly good performance and I'm hoping it's a sign of things to come.

Hopefully this machine will do the job until 2017.

Update:

Found a good deal on an i5 4670k, if I go with that, replace the Noctua NH-D14 with NH-U12P, everything will fit into my budget, so I'm going with that.

Just thought I'd drop by give an update 😛
