Thats pretty weak. If I got a ticket for a right turn on red that I slowed down for but didn't completely stop i'd be pretty pissed. Especially if the light had just turned red and there was noone else around. The law is the law though I guess.
That's what I hate about all these auto-ticketing things like speeding, stop lights, etc... There is no discretion at all. You just get a bill in the mail regardless of the circumstances.
edit: apparently there is a no turn on red sign. I still don't really see it though, unless that white sign on the other side of the road is it.
The only reason that person slowed down was to actually be able to make such a sharp turn. The person was not slowing down due to the red light or a means of yielding.
The thing we don't know is what the visibility was like at the intersection. When I lived in Indiana, there were places where you could see a mile down the road you were approaching, so what the driver did would have been completely safe. Here in NJ, you're less likely to have that kind of visibility. Of course having visibility doesn't make what that driver did
legal, but it certainly isn't the intent of the law to punish drivers who make completely safe turns.
