Yeah, I dont think you are right, actually, i'm pretty sure that you are wrong. There are lots of instances in which you can be asked for your social with a job offering... Have any credit cards? Ever financed anything? Gone to school? Got a drivers license? Got Married? Opened a bank account? Cashed a savings bond? Rented a car? Been to a library? Its not illegal to ask for it all, ever, but perhaps there are guidlines for when its required...
