It seems to me, that those questions pre-suppose at least two things not in evidence.
1. That GWB or Rumsfeld ever intended to send enough troops to Afghanistan. I can still remember it like Yesterday, when Dumsfeld complained there were no good military targets to hit in Afghanistan. And all GWB ever wanted was to control Afghanistan using air power to prevent US causalities. If GWB had wanted enough troops in Afghanistan, he would have put them in before taking on Iraq.
2. Ossama Bin Laden, Al-Quida, and the Taliban had long ago escaped into Pakistan by the time GWB even started another military occupation on the cheap in Iraq. And unless my gut feeling is wrong, a planned invasion of Iran was already in the cards, until GWB&co finally realized they had two bouncing baby Quagmires on his hands rather than any success to build on.
In terms of dumb and dumber, GWB & Rumsfeld made a perfect team, Dumsfeld did not understand the limits of military power and GWB had no understanding that democracy alone was an insufficient panacea.
As for Saddam Hussein, he simply underestimated the stupidity of GWB
