GeForce3 Streaking problem

Hello,
I am suddenly having a very annoying problem with my VisionTek GeForce3 ti200 video card. In short, everything on the screen is 'streaking'. As an example, a line of text looks casts a slightly gray shadow across the screen, all the way across. On the desktop, the icons cast a dark blue shadow (blue background) in a smiliar manner, and it gets REALLY noticeable when I have a window open.

This started rather spontaneously earlier today, even though I've had no other problems with the card (which I got in December). I have the latest drivers, and even tried to rollback to some older ones, but still have the same problem.

It's not overclocked, it never has been overclocked, and I'm running Win98SE on an 850MHz T-bird, with a via chipset motherboard.

I do have a years worth of a warranty on the card since it was retail, but if anyone has any idea how to fix it I'd rather try something rather than RMA it right away.

Try another monitor. What you're describing sounds exactly like what was happening for me before my old one crapped out.

Well, here's the thing about the monitor: I've had this problem once before, with a GeForce 256DDR. I thought it was the monitor too, at first, then I plugged the card into another computer and it still had the blurry streaks. Of course, that card had lost it's fan, and the heatsink was being kept on by a cleverly tied bit of string (no, I am not kidding :) ).

I checked my current card, fans working, everything seems normal, I pushed the fan/heatsink combo on a bit tighter, and it actually seems to have reduced the problem to levels where it's practically unnoticeable except on the desktop, and then only if you look closely.
However, I'd still like to eliminate it completely, so any other ideas are welcome.
