Geforce3 : C&C Rengade Problem. Please Help!

I have a 1.8ghz p4
Geforce3 w/ 23.11 detonator drivers

I began playin Renegade online and i am getting horrid framerates.
The settings.
800x600 32bit
Audie Creativelabs EAX driver

Perfomance settings are as following
Detail: 1 down from highest
Geomatry Detail- medium
Character shadows-a little higher than medium
Textue detail- high
Particle detail- medium
surface effect detail- medium

multi texture light maps
characters cast shadows
and bilinier filtering

The problem is that i get a max of 80 fps with this and it drops to 40 when walking sometimes. It gets as low as 8 in a couple tank battle.What is the problem here. I just installed the drives a couple of weeks ago and everything else runs smooth.
PS my monitor is a gateway ev910 19in with 75hz refresh rate at 1600x768 i beileve

Make sure u have the latest patch. Its just probably lag. If the same happens in the single player game, then you should be worried. Also are u using dial-up or broadband connection. That would make the biggest difference.
