Okay guys, thanks for the info. I've think I've finally gotten it to work right. After scientifically trying out just about everthing (making one fix and testing... fail, change something else and test... fail, etc.), I finally did what I recommend to anyone else having this problem who is using WinMe. First, copy all valuable files onto another HD. Next rip that *$*## WinMe out of your system and install 98se. Next, take your WinMe Cd and break it into little tiny bits so you are never tempted to use it again.
The drivers I am using that seem to be working now are Nvidia's 6.31 reference detonators. You can find them on CNET, among other places. I think this was the problem all along, but stupid ME makes it super difficult to replace newer video drivers with older ones, and especially hard to replace your adapter drivers with standard vga drivers, which you really need to do to install the detonators properly. Also, for info purposes, I'm using the Soundblaster drivers from my CD, so they aren't current. I tried this in WinMe, but it didn't help. But in 98se I'm not getting the stuttering anymore, so I'm not going to upgrade the sound drivers... at least for a while.
