Which one should I get for maybe light gaming at 2K and mainly Netflix and streaming tv shows + movies onto a tv or projector?

If I read this right, similar price, but the 1650 is 33% faster in gaming.
All else being equal, just go for the newer and faster one.
Unless you can't find the new one, or you've got a good deal to make the 1050 Ti cheaper.

I don't think there's any reason to get the 1050Ti at this point. 1650 is a lot faster for not much more money - especially if you're thinking about the more expensive models (like MSI Gaming).

As for hardware encoding/decoding: 1650 has an advantage in decoding thanks to the newer chip, but encoding is (sadly) the same. Either way, if you have an Intel CPU with IGP, it'll be almost as good and more often supported by software.
That's a very different product that OP didn't asked about. It's not for every user and not for every PC.
But of course it is faster, so if OP can live with the drawbacks, RX570 will get him more fps in games.

How is it different? He said light gaming + streaming. Both 1650 and 570 can do that also he didn't mention anything about not wanting amd or wanting a pcie only card or mention his power supply.

You say OP hasn't mentioned some things explicitly, so they don't matter. But maybe they do? We don't know that. You can't assume they don't.
He asked about 2 particular chips that share multiple aspects: low price, low power consumption and a decent choice of both small form factor and silent cooling solutions.
RX 570 is similarly priced, but it is different in everything else.
In fact, he hasn't mentioned price as well - why not suggest him a 2080Ti? Why do you assume the budget is limited more than his brand preferences? ;-)

If he was considering other options, why wouldn't he include them in the question?
Do you always answer questions like that? Someone is choosing between vanilla and raspberry ice cream, but you suggest spaghetti? Or is this true just for computer parts? :)

Maybe the OP doesn't even know other options exist. It won't be the first time here. A different option might allow some reconsideration of what was thought to be sound decisions.

Dialog with the ignorant. Do you know there's more to food than ice cream? Really, no. Sure, there's this thing called spaghetti. Ever heard of it?

Seriously though, how can someone ask for something if they don't know about it?

But how far "other options" go? Maybe we should suggest him cycling instead of gaming? Objectively it's a much better choice.

He's been on this forum for 12 years and written over 11k posts. At very least we can assume he knows that RX 570 exists.

He asked about 2 very particular chips. What's wrong with just answering that question?
