No, a 9500 GT is not a "good" graphics card. Yes, $15 AR is cheap any way you look at it. Great deal for anyone who just wants a cheap spare for emergencies or whatever, as normally you can't buy a graphics card of any kind for this price. The recent $8 AR Zotac GT 220 was a better deal, but that was only available briefly as a limited time ShellShocker special.
 
Strange though, the Geforce 525M GT for laptops is regarded as a decent gaming GPU and it scores about 300 3DMarks higher than this card in 3DMark06. I think this would be a "good" graphics card for a spare gaming PC or kid's PC if the games were mostly older. Benchmarks show this can play Modern Warfare 2 at decent settings.
