Geforce 2 GTS-V oddities

I've got a Visiontek Geforce 2 GTS-V (defaults at 175/286), and using coolbits I overclocked it to 215/360, almost the max the sliders would go, but there's barely no preformance increase or stability decrease. What the heck is going on? This is on a Windows XP machine w/ a Duron 1 Ghz and a Shuttle AK11.
 
3dmark2001, the change in results is within the range that you get when you run it multiple times with the same settings.
 
Verify that the coolbits settings are being accepted with a program like powerstrip. Or better yet, try disabling coolbits OC and just use powerstrip.
 
Sounds to me like VSYNC hasn't been properly disabled. That, coupled with the fact that WinXP has the same refresh rate problem that Win2k has (locked at 60hz for 3d apps), I wouldn't be surprised if your initial benchmarking results show no improvement.
