Gates says Windows and IE can't be separated - How true is this?

I just wanted to budge in with this one:

Since version 4.0, IE conformed to W3C standards far better than Netscape 4.x.

Yes, they had proprietary EXTENSIONS, and their implementation of standards weren't perfect, but they it was definitely much better than Netscape's.

Of course it's possible...but in win98 and beyond, the two are pretty deeply intertwined...
