More power, yes. More milage, no.
Remember that more power automatically means that more fuel is being burned. Whether this saves you fuel or not depends entirely on how you drive, and the automobile in question. Without changing gearing or significantly altering the way you drive, you will not see improved MPG by increasing any given cars' power, it will go down.
When you add in winter blend gasoline, which physically contains less energy per gallon, along with the fact that your engine has to stay in closed loop mode longer, you see a pretty significant reduction in overall MPG during the winter months.
