I like this one:

• Remove or convey, or cause or permit to be removed or conveyed, any garbage, refuse, uncollectible material, or liquid material upon or along any public street or any other public place within the city without being covered with tarpaulins or canvas, $300.

Does that mean, you're going for a walk along the road, and you spot a piece of trash on the side of the road, and that you want to pick it up (to "keep TImmins beautiful"), but now you can't, because you'll be fined $300?

Edit: Serious question, do the residents of this fine town (not sure what you would refer to it as in Canada), have the ability to somehow vote this person out of office?

Think of it as Hazzard County.

Sounds like a community is tired of lazy people, environmental damage, and the liability of people getting hurt/sick from landfill contents. Some of those are hilariously bad notions, but still, invoking Godwin over...trash? Uhhh ok

^environmental damage?
What fines like this do, is make it more attractive to dump shit out at rural roads, trailheads, etc.
It is an unintended consequence, but it does happen that way.
I won't live in Montana, but when I was over at my friend's place he told me that dumping at the landfill was free. Guess what, no shit dumped at the ends of roads, trailheads, etc. If you dumped anywhere but the landfill they threw the fine book at you.
That was a brilliant use of public money, IMO.

Probably. Lot of people have been taking it upon themselves to remove needles that are littering the whole city and bet this is some liability thing where they don't want someone to sue the city if they get pricked by one. So now they can fine you for it if you don't leave it on the ground. There's a number you can call for them to come pick them up but there are so many of them all over that it can take weeks for them to come.

It's gotten so bad that people find needles even in their yards now. Not sure how this bylaw applies, I would hope you're allowed to clean your own yard...

The unfortunate part about democracy is we can maybe vote for people at election time, but other than that we have no say in what those people do, and it's always been super easy to pass new laws, but very hard to remove them. So as time progresses we lose more and more freedom. Now garbage might seem like a petty thing to complain about when it comes to freedom, but this just displays the overall reality of how bad things are in general. Every little thing imaginable is constantly being regulated on us and you have to walk on eggshells to prevent getting fined for something stupid. We can't vote these people out until next election, and garbage is probably very low on the list of priorities as to what influences voting. The sad part is there are probably enough karens out there that actually want this sort of crap. They are probably salivating at the idea of going out with a measuring tape to check if their neighbours put the garbages out correctly, or sitting there to see if they put it out too early or too late etc.

What does that even mean?

Not sure, but this person may be headed for trouble.

Living in rural Maine in the 90s, having to take our own stuff out to the landfill, I saw an appalling number of people NGAF about what they threw away and how they did it. Pouring out used oil and other auto fluids for instance, electrical components, CFL bulbs and batteries too. There was so much food mixed in bears were everywhere, had to be constantly chased off with dogs and/or shotguns. People would comb thru looking for scrap to keep or sell, getting into arguments and fights with others there doing the same. The really lazy people would just create their own middens in a corner of their own lots, out of view. Personally I'm ok with fines that could help protect the water table, make the place look like less of dangerous hazmat site. Fines targeted at offenders sounds better to me than extra taxes for the whole community in order to cover the expense of cleanups. Our landfill started off free, then went to per visit fee, then was closed for good. Replaced by a compacting site/transfer station. No idea where it goes now.

Some of those amounts look a little steep, others like HOA bullshit, but if the past over there is anything like it was in Maine, I get it. Just feels like a little more perspective is needed here, less Godwin.

the landfills need active management. Sounds like they just opened the gates in Maine and let 'er rip.
