I believe we have a winner... Daikatana with Spore coming in a near tie second.
Actually Quake 1 had some lofty goals that were never seen... using a massive hammer as a weapon to actually break down doors...
 
spore. I went and interviewed at EA when they were in the process of developing that game and they had some insane hype for it.

The trailers made it seem like a sandbox game where you are a god that can create and destroy villages at will. Actual game was "You have 6 villagers at point A, lower this hill so they can cross to point B. Well done!"

I still can't believe that game doesn't actually have a sandbox mode where you could just screw around.

And yeah, Peter Molyneux is the one always correct answer to this question.
 
You obviously never played any of the early MMOs then. Ultima Online innovated. WoW innovated and dominated. Even EVE innovated. Sure, the cookie cutter WoW clones that come out now don't innovate, but to say any MMO is ignorant.
Ultima Online was the best video game I've ever played and I mean it sincerely. No game has ever sucked me in like that one, it was the only game that felt like crack and kept that up for months on end. It alone was the reason I have never since played an MMO.
I liked Fable for the time. It wasn't as freeform as it was 'supposed' to be but I thought it was fun and only really suffered from being too short.
Game was ok but way too easy, I recall, and really nothing particularly special.
 
I liked the idea, but it was mishandled at every turn. The original concept also turned off a lot of players I feel. Not having the ability to make a Jedi at launch killed it for quite a few.

I'm pretty sure you could, it's just that they never told anyone how to do it and it was a bitch to do once you stumbled across how AND death was permanent once you started up that path.

Jedi used to be extremely rare as they should have been during the period of time that the game is set in. NGE just blew the game to hell, lowering the number of available professions from 400+ down to 9. That being said, it didn't stop me from continuing to play and create my own content and have fun.
