GFW is just charging PC gamers for things they already have and have had for some time. The PC has a gaming platform is complicated and dynamic, and always will be. That is its greatest weakness and its greatest strength.

Do you have any idea about what Games for Windows actually is, or do you just like to presume?

I think he's confused. I think he's probably thinking about Windows Live which isn't required for GFW certification.
