Those test were running in different locations. Comparing the results from one to another is invalid. Comparing GPU stack from one test to another is a legitimate question about GPU architecture capabilities and software optimizations.

Is this one of those 3-months-after-release-magic-performance-out-of-nowhere patch for amd GPUs we see in GW games?

with patch 1.3.47, FO4 is now Smooth! much better than before. I have no spike lag despite low fps.on other hand i have constant fps at all time.but it's low around 18 to 25 fps.

AMD Crismon 16.1 For non-GCN
AMD HD5770
AMD Athlon x2 7850
Windows 10 64bit.
Patriot 6GB DDR2 1066.
 
yes that's nice, I've updated to the latest beta patch, and played the game a little bit to test it after over a month of not trying, fast traveled to what used to be the worst area and the game is no longer freezing, basically is no longer unplayable with the 5850 1GB, still has a lot of problems (godrays glitch, textures stuck at very low quality most of the time) but the worst is gone.

reminds me of skyrim, it only became decent with my dual core at the time after patch 1.4 (or with mods before)
