Game Server keeps messing up HELP!

Recently there have been some buggy things happening, (server crashing with HL fatal error couldnt allocate server ip port, no hostage rescue on estate, and ct's couldnt buy guns on cobble) these are happening at random and I am stumped. If anyone could offer some solutions that would be great. This is a counter-strike server so could someone please help me out here.

P3 800
512mb ram
15gig hard drive
win2k w/sp2 and all hotfixes
Half life dedicated server w/ cs 1.3
admin mod latest version
chicken mod
cheating death latest version
IIS 5.0 running
