Game design: rogue-like wargame

I can't remember seeing this done, but seems to me a factor in wargames is that real war doesn't allow for re-playing battles, changing the plan - and it's a natural fit to make a wargame with that design, that for each playthrough has random elements and 'one try' approach for each battle.

Limited intelligence and even incorrect intelligence could be added as well.

The approach of replaying a battle repeatedly to improve the outcome is at odds with war.
