I hope that they actually shorten the tech tree. With previous galciv games there were so many techs that every tiny little piece felt like it added up to nothing. I think choices should make bigger impacts instead of adding tiny little pieces to a puzzle. I like the rock paper scissors feel of Company of Heroes.. if you go sniper in the beginning you could dominate, but if the enemy happen to go with bikes you are screwed. But if you would have gone with rifleman then they are screwed. It's a constant game of trying to keep up and/or stay ahead. While with galciv every little tech added up to something that felt insignificant.
As much as I loved GC, I would agree. But really the joy came from ship design. Kind of like playing with legos. On top of that was a really fun 4x that probably didn't excel in any other area.
I'm not familiar enough with MOO to comment on a comparison there but I would say they are pretty different games.

I found GalCiv quite similar to MOO. I like Gal Civ better, because the AI is far superior, but the game play is very similar between the games.
I'm a little bummed that they switched from squares to hexes in GC3. It cuts down your movement options from 8 directions to only 6 directions, and makes you go in funky directions because of it.
