GA-Z68XP-UD3 USB 3.0 Issue, Please help :(

Hey guys, I recently purchased this board from microcenter and a 2500k, great upgrade and love USB 3.0. I have a Western Digital 750 HDD which supports USB 3.0 and the speeds are great! Here is my issue. When I plug the HDD into the top USB 3.0 port it works fine, but when I plug it into the the bottom port it barely works! When I plug it in the bottom I hear the USB connected chrime in windows 7 but no device shows up. When it does show on the bottom port it works fine and my speed is fantastic, it just doesn't come up that much. If you plug it into the top and then the bottom port it works alittle more offend but not 100 percent and you always hear the windows 7 connected chime. I have tried USB 2.0 devices in the port and they work perfectly. i have tried uninstalling and reinstalling the drivers both from the CD and from Gigabytes website. USB 3.0 is enabled in my BIOS. Do you guys have any idea what I could do? Do you think I have to return the board? Thanks in advance..
 
Which USB 3.0 ports are we talking about? I/O panel or case ports and if it is case ports are you plugged into the USB 3.0 header or feeding from the back of the board with extensions?
