G4560 can handle 4k 60fps?

In this video, the guy claims that the G4560 is almost on par with the 7700k in 4k gaming. Is this actually legit? Are these big gamer catered cpus just a marketing scheme to sell a product which a much cheaper product is just as capable for the job?
 
Yes they can, G4560 is one of those king of budget cpu's. If budget and no multi taskings is your thing, they are a steal (if you can find them).

But this depends really on what kind of games you play and what you do next to playing , streaming , watching twitch videos,.... for example
ARMA III , single core performance all the way
simulations game with proper multitasking like factorio , G4560 would be a bad deal compared to the more expensive but worth the extra money ryzen.
etc etc etc

GamersNexus did a test where they found that it is when you pair a GTX 1070 or something beyond with the G4560 that it really starts to bottleneck at 1080p. Though I'd really like to see more testing but I'm inclined to believe that at 4K even with a GTX 1080Ti, it would still be more of a GPU limitation than a CPU bottleneck with the G4560 + GTX 1080Ti.

Obviously we are talking about GPU-limited titles, so no question of Battlefield 1 multiplayer or Civ 6.
