The police action during these protests seems disproportional to any real threat. They are a bunch of angry college kids sure, but does it warrant these types of responses?

Those videos are pretty much useless. They don't show what precipitated the Arrest, just the mayhem of the Arrest. I suspect it is done on purpose.

Well the police are not mind readers and they don't know what each college kids' (if they are bunch of college kid) intentions are. They have to assume the worst scenario and take appropriate actions. In the past, G20 demonstrates have known to damage properties and create lots of violence. (37 people were charged with arson, violent disorder, driminal damage...etc in G20 protests earlier in London)

I think if you can argue the protests are spontaneous, you don't need a permit. I can't remember any specifics, but I thought there was a protest group hiding behind that, because there was no proof they weren't engaging in spontaneous protests.
