I'll concede that "of" is not "or" and that it's referring to U.S. Citizens from Latin-America or U.S. Citizens from Spanish descent. I will also concede that it is an horribly awkward and ignorant definition by including the U.S. and excluding other latin-speaking countries (outside of latin america and/or spain). I will not concede that I am wrong about anything other than the difference between "f" and "r"
