fuzzy audio is annoying

out of no where, my audio on my computer will become low quality and fuzzy. only when sounds are playing...like during silence in songs but not if no program is playing music. all the connections seem to be good and it was fixed when i reinstalled drivers. now out of nowhere i get the problem again. i'm running a turtle beach santa cruz with a shuttle mn31n, winxp home and logitech z640s. would it be good to go through all my connections and reconnect the audio plugs? should i reinstall the drivers again? move the sound card to a different pci slot? suggestions are appreciated.
 
I would try cleaning out your computer if there is dust in it. Go to device manager, uninstall any drivers, AND the card. Turn off the computer then put the card in another pci slot, then reinstall the card/drivers. See how that goes.
