funny question

I want to have a internet explorer page always stay on top of everything. So if I open some other program it wont go over the page I want. It will fall behind. How could i do this? Any help would be greatly appreciated.

edit: the page needs to be in front of any other programs i have open that would try to overlap it. Why dont u understand! haha
