go to properties, then click the "Desktop" tab
near the bottom it should say "Customize Desktop"
click that
then click the "Web" tab
on the right click "New..."
then click "Browse" (above Cancel) and select the .gif whereever it is saved
press apply, etc, and it should appear on the desktop

It works for me on XP, but with alot of stuttering, and screen tearing.

Good question, sounds like in the end, it's not worth it. I have made this little guy my screen saver before. 😛
