Funning video "bands". Please help.

I have a g3 ti500 and when I play games a weird thing happens. When I turn a part of the screen shifts to the side faster than the other. The whole image doesnt move, but rather sections do. I have overclocked my card, but it seems to happen when it at default speeds also. Any ideas? Thanks
 
Update: the problem goes away when I enable vsync. What can I do? Vsync makes my games perform like crap. Please help.
 
Weider update: The problem only occurs in openGL games, not in any dx games. This leads me to believe its a driver problem. Any opinions?
