He is their attorney and the cousin of the kid who is sleeping. The one who Pesci talks to is all paranoid about prisoners bribing guards to have sex with him so he's thinking that's what Pesci is there for since he's not really dressed like an attorney.

I found this scene quite funny; you've gotta watch this one first to get an idea of who the character is in the 2nd link: Lord of the rings vs Star Wars
But, this scene had me and the entire audience crying in laughter: pillowpants

I think pillowpants beats any individual scene from Space Balls (although overall, Space Balls was a funnier movie.)
