Whats funny is its clearly and plainly spelled out right in the article.

About 25 miles to the south in downtown Atlanta, the Rev. J. Allen Milner said he is afraid the tax revenue loss would have a devastating effect on those who need government help the most.

"If you take that money out of their coffers, human services will suffer greatly," said Milner, a black man who runs a homeless mission and is pastor of the Chapel of Christian Love Church.

And yet the Democrats just hate the rich and want them out. The Party of the Poor couldnt function without those evil rich Republicans. And God knows know D politician is going to ask his voter base to go "get a job". The Party of the Poor needs the money so they can continue to piss it away on socialist programs and have their voter base continue to live a life on the government teat.

You absolutely made my point. Guess what? The working poor work harder than you. Many hold second and third jobs. But by putting forth the generalization they are lazy you show your colors.
You hate them because they are poor and you think that's because they are lazy. In fact a vast study was done about the "lazy poor" that could be seen on the streets of Washington, D.C. Turns out the mainly minorities who were seen congregating on street corners during working hours were believed by almost every white, working person to be the "lazy and poor". Yet, these people mainly had jobs. They didn't work 9-5 so they appeared to be unemployed. In the summer they didn't have air conditioning so they congregated with friends outdoors. They even I.Q. tested many of these lazy and poor people and found many had above average I.Q.'s They never got higher education because they didn't have the money. Or they had to go to work to support thier families.
But the Republicans want you to hate and fear them and believe you are superior because of all that you accomplished and that you did it on your own.
Guess what? Turns out that the middle class got their free education in mostly good schools. And had health insurance that didn't destroy their families when someone got sick. And inherited a house or money from their parents and grandparents, which minorities didn't so because when their parents and grandparents grew up they couldn't get good jobs because of discrimination.
You know what? Who really cares what you THINK is the cause of your miserable life that would be so great if only other people weren't bringing you down. The decline of the middle class and demographics mean you can go on thinking your wrong thoughts, but you won't be able to outvote the rising masses of Americans who need health insurance, education and government services.
And thats a good thing.

Actually, I belive that Fulton County provides little to the city of Atlanta. Atlanta has it's own police, schools, parks, etc that is seperate from Fulton County.

Also, it's not true that Atlanta is in bad shape, on the contrary, it has seen quite a rebirth, especially since the Olympics. As a matter of fact, the city and especially it's mayor have been praised as an example of how a city is reborn and re-invents itself.

What I'm surprised is that people haven't seen this coming when the city of Sandy Springs was allowed to split off from the county. To be fair, I don't think Metropolitan Atlanta Area is any more segregated than say Chicago, but I think a factor that is different is that it seems political power is concentrated on a local level, rather than a state level. Because of this, I think you see more communities thinking about their own self interest rather than a shared interest. You see this especially time and time again, especially with the issue of traffic management, public transportation, land development, etc. But traditionally, southern states don't exert their power over local government as other states do.

Because of this, instead of spreading out the cost of support services over a larger state population, it causes more costs to be borne by the folks on a local level, and it leads to situations like the sucession of communities/counties as we're seeing now. It's great when you have low state taxes as Georgia has, but having to put up with poor traffic management, poor public transportation options, almost non-existant affordable pubic housing, not-enough and poorly trained police force, poor regional and land management issues, then you might realize you are getting what you paid for.

I had some foster placements in my home from a family in SouthEast D.C. The dad was in jail and the mom was negligent. After her kids were taken away she went out and got pregnant a week later. A week after that she took the medical record of her positive pregnancy test down to the welfare office to get back on the books.

I can understand why the people in the north want to break away from the people in the south. The same reason 'wealthy' people across the country moved out of cities to the suburbs in the 80s and beyond.
The fact that 29% of the people are paying 42% of the taxes has to sting, especially when the people who are paying the bills are not using the services their money provides.

I think a sensible solution might be to let them split, but poll the tax money for a certain number of years. Essentially ease the burden on the greater community.
Also a country with a million people is hard as hell to govern properly.

A potentially explosive dispute in the City Too Busy to Hate is taking shape over a proposal to break Fulton County in two and split off Atlanta's predominantly white, affluent suburbs to the north from some of the metropolitan area's poorest, black neighborhoods.

Legislation that would allow the suburbs to form their own county, to be called Milton County, was introduced by members of the Georgia Legislature's Republican majority earlier this month.

Supporters say it is a quest for more responsive government in a county with a population greater than that of six states. Opponents say the measure is racially motivated and will pit white against black, rich against poor.

"If it gets to the floor, there will be blood on the walls," warned state Sen. Vincent Fort, an Atlanta Democrat and member of the Legislative Black Caucus who bitterly opposes the plan. Fort added: "As much as you would like to think it's not racial, it's difficult to draw any other conclusion."

The legislation calls for amending the Georgia Constitution to allow the return of Milton County, which succumbed to financial troubles during the Depression and was folded into Fulton County in 1932.

The former Milton County is now mostly white and Republican and one of the most affluent areas in the nation. Atlanta and its southern suburbs are mostly black, are controlled by Democrats and have neighborhoods with some of the highest poverty rates in America. (Buckhead, a fashionable Atlanta neighborhood of clubs, restaurants and mansions, would remain in Fulton County.)

"The only way to fix Fulton County is to dismantle Fulton County," said state Rep. Jan Jones, the plan's chief sponsor. "It's too large, and certainly too dysfunctional, to truly be considered local government."

Jones, a former marketing executive who lives in the Fulton suburb of Alpharetta, cited the county's troubled library and public transit systems and a jail that was taken over by a federal judge because it was filthy and unsafe. He denied the move is racially motivated.

Don Petree, the 62-year-old owner of Don's Hairstyling in Roswell, another northern Fulton suburb, said many of his customers "feel like they're not being taken care of like they should be with the tax dollars they're spending. I think there's some truth to that."

Milton County would have a population of about 300,000, instantly making it Georgia's fifth-largest county.

Residents of north Fulton represent 29 percent of the county's population of 915,000 but pay 42 percent of its property taxes, according to a local taxpayers group. A split would lead to the loss of $193 million in property taxes alone for Fulton County.

Critics of a split also worry about the future of Grady Memorial Hospital and the Atlanta area's MARTA commuter-rail system ? both of which have contracts with the county.

In addition, some warn that a breakup of Fulton could harm Atlanta's international reputation as a progressive city and hurt its appeal as a business, entertainment and convention destination.

While other Southern cities erupted in violence a generation ago, Atlanta came through the civil rights movement with little strife, earning the nickname The City Too Busy to Hate. It is now home to one of the nation's largest black middle-class communities.

"This would send a clear messages to companies around the country that Atlanta may not be as progressive as it would like people to think," Fort said.

The measure would require the support of two-thirds of both the House and Senate. Then it would have to put to a statewide vote. Also, residents of what would become Milton County would have to endorse the plan.

While Republicans have majorities in both chambers, they would need to win over three Democrats in the Senate and 14 in the House to get it passed.

The legislation has support from some of the Legislature's key leaders. Republican House Speaker Glenn Richardson has referred to his top lieutenant, Rep. Mark Burkhalter, as "the member from Milton County."

Then you'll be whining about the crime rate....

The South has long had a huge influx of Northerners. The Southern "natives" are now outnumbered in most/many places I know of. We've got your retirees, followed by your R/E developers who are pushing out farmers and razing forest etc.

There is a huge difference between helping and enabling. What I see many of you advocating is enabling the poor. But I'm still curious, what do you do to help the poor?

More than you'd ever know and I have many people to attest to that.

I have to laugh at the one a few posts above classifying me as "rich".

It's all hard work, hardly anything in my checking account.

I spent a good part of the day helping people that had their wiring damaged by the ice storm. People that could not afford to have these repairs done. I had to chain saw my way through most of the debris first before I could even get started.

I think that caring about this country falls back on people being involved in community and being directly involved in educating kids. The Democratic ideal is for Government to take care of everyone?s problems with big programs and state education. I think this makes people just look at ways to take from the system and makes them lazy about education. Why should they bother when the state will raise their kids for them.

The historical republican approach that keeps decisions at the state and local governments leads people to grown into independence and take on personal responsibility. It makes them more likely to be charitable, at least according to a recent study of charitable tendencies between democrats and republicans.

Be so kind and go live in cuba/venezuela if you're so fond of the everyone-is-equal mentality. My parents and I actually lived thru it ... the reality is nowhere near this idealistic picture of a commune working towards a common socialistic.

I love that it's always spoiled americans that never really struggled in their life that advoce this defuncty and long-debunked ideology. Anyone that actualyl went thru it (banana lines what?) will tell you how disfunctional communism is in practice.

The South has long had a huge influx of Northerners. The Southern "natives" are now outnumbered in most/many places I know of. We've got your retirees, followed by your R/E developers who are pushing out farmers and razing forest etc.
