Is there a MATX case the fits an full size video card, such as 7970 and 680?

There are quite a few mATX cases that can fit big graphics cards. Heck, there are even mini ITX cases that can.

The GTX 680 is actually not that big, depending on which one you get. For instance the EVGA GTX 680 based on the reference design is only 9.5" long. Bigger cards like the triple fan Gigabyte GTX 680 runs 11" long, and some cards are even longer. The 9.5" cards can even fit in mini ITX cases like the Silverstone Sugo SG05 or the Lian Li PC-Q11.

Radeon HD 7970 is usually a longer card, around 11-12". Only bigger ITX cases like the Lian Li PC-Q08/Q25, Silverstone SG07/SG08, Cooler Master Elite 120 or the Bitfenix Prodigy can fit these.

Micro ATX is actually pretty easy for big graphics cards. Cheaper cases in the $30-50 range are the Cooler Master Elite 341, Rosewill Ranger M, Fractal Design Core 1000, among others. Mid-priced cases in the $60-80 range are In Win Dragon Slayer or BR665, NZXT Vulcan, SilverStone SST-PS07B, among others. Expensive cases costing more than that are the Fractal Design Define Mini and Arc Mini (may not fit the longest 12" cards), SilverStone Temjin Series TJ08B-E, Lian Li PC-A04 series, among others.
