"Full Proof" Computer System

I guess I will post this here, because it has to do with both the OS and the software installed. Here is the scenario.

We have an employee that is in an outside territory for sales. Our hunch is that he just isn't working. He gives excuses regarding his computer, and we just want to make sure we can remove any excuses we can in order to make sure he has no excuses.

Windows is necessary and so is Microsoft Office. How would you guys go about setting up a system to make sure it works smoothly?

1. Virus protection.
2. Spyware protection.
3. Maintenance. (Defragmenting. chkdsk.)
4. Updates. (Microsoft's updates tend to break stuff sometime. What do you guys think?)
5. Using Firefox or Opera instead of Internet Explorer.

Right now, I believe broadband is not offered where his office is located, but I do want to check into that and get a remote access set up so checkups can be done remotely.

What would you guest suggest? Thanks in advance for any help.

Just as a note, hardware will be something prepackaged from Dell most likely. It will have plenty of power, but nothing fancy as far as graphics, audio, and network go.

Sounds like you need a key-logger on that system ... then you know exactly what he's doing.

That might be a good idea, but how am I going to get to those logs. Remember, he is on dialup. I am more concerned about what he is NOT doing, so I want to make sure I give him all the resources possible.
