Full FPS for a second than fan starts and low FPS

So I get low FPS when playing games. for a second it will give me full FPS. Than the fan starts spinning and than it gives me low FPS again.

I would think that the low FPS comes first, and than the fan starts spinning, but in this case my low FPS starts after fan is spinning. It's like when I have perfect FPS for a second, and I hear my fan is going to turn up, I know it will give me low FPS right away.

Is this heat issue, or does the fan take to much power?

I have an Alienware M17x r3 with Nvidia 560M. CPU: Intel 2630QM

Is this throttling?
Highest temperature I get when benchmarking with Funmark is 85C.
Is it normal that I get low FPS AFTER the fan starts spinning?

I have ordered new thermal paste and it will come shortly. I just needed to know if it could be another problem. For me it was strange that the low FPS comes after the fan starts spinning.

I have cleaned all the dust, I just need to apply a new thermal paste.
Sims 4 works perfect. It gives me lag when changing city or something.

Definitely throttling. Get a laptop cooling pad.

EDIT: Bench the CPU and GPU at the same time, and keep an eye on the speeds of both.

I don't know about a cooling pad. it worked perfectly before, and with the same game. So I know that my laptop should handle this game without any problems. Right now I have my laptop on a book.

I will try thermal paste and dust again the fans. Is it something more I should clean? is it just cleaning the fans and apply thermal paste all? or do I tear up the whole laptop?

What software should I bench my CPU and my GPU with? I have already benched my GPU with funmark and my CPU with Prime 95

yeah with older laptops the dust issue starts to add up, so I'd check cpu/gpu fan/heatsinks. Also, if you are playing with power cord on, try turning "power options" to "high performance", see if you notice the difference (make sure its not overheating I guess)
