So what's a FTP server and how does it work?

Yeah, becuase any computer with one of these ftp server programs can function as an FTP server.

Is cable good enough for an FTP server?
And is filezilla a good ftp server?

Cable is Good (if allowed by the ISP).

all right thanks, also can you make a FTP server like private? So you just list a few ip addresses and then only people with the Ip addresses you've listed can access the server?

Yeah you can, but if you have a dynamic IP it is not very practical.

You can set User with individual accounts and Password; it is part of the FTP server program.

How can I check whether I have a static or dynamic Ip address?

Assuming that when you bought a Car you knew whether you bougtha Ford or a Honda, or what ever.

You should know what type of connection you contracted for with your ISP.

However, 98% of Home Broadband Internet connections are based on Dynamic IP.
