FTP Server Issues

Hey there everyone. I have a custom program that is basically just an FTP server which is giving me problems. I have narrowed it down to some kind of a network/router problem, as the software works fine from multiple other locations. The only problem is with downloading files. Anyone can upload files to the server just fine, but any attempt at downloading a file over a few hundred kb and it just hangs there indefinitely. I have scoured every router setting, made sure there is no conflicting software on the machine(Its a completely clean XP Pro install with nothing more than drivers and this program installed.), configured(and even turned off entirely) the windows firewall and all that noise. I just cant figure it out for the life of me, and I am basically just looking for anyone that has had a similar problem and what was giving them trouble. Thanks in advance for any, and all, help.
 
Yes, it is a DSL connection using PPoE. Im not sure what else to say, really. The computer is connected directly into an older Netopia Cayman 3000 DSL Modem / 4 port router. All IPs are static, and configured properly. Even LAN computers cannot download if both are connected to the DSL modem directly. If I connect two LAN computers through a switch only, with no internet access, the connections work perfectly. So it must be the DSL line/router thats giving me trouble, but I cannot see how. As I said, me and a few others have diligently searched through every possible router setting and configuration and nothing has helped. Just reset the modem back to factory defaults and re-configured the DSL connection and still having problems. I think tomorrow I am just going to buy a new DSL modem and see if that helps anything, any suggestions on one that will give me the least amount of crap?
