Parts came in yesterday to the shop. Turns out the metal plate in the middle was fused to a larger plastic shield that covered the front half of the car, so the entire section had to be replaced. Total repair was around $150, half parts half labor. But at least it's ready for winter again, no more exposed wires!
That's not bad, and it will probably pay dividends later when the lease is up and they do a mechanical and cosmetic inspection. They will charge insane fees if there is unrepaired damage that isn't in the lease agreement (the kind caused by running over stuff from other people's cars).
