All water is toilet to tap anyways. Do people think it's magic? Sewage is treated at plants that get rid of the solid waste first, then the remaining "bad stuff" is consumed by bacteria as the water moves through a choice of different types of bacteria growing mediums. Then the clean water is put back into the environment.

Treating water is infinitely easier than controlling population.

It's far more politically easier. Population issues are worse than a third rail. In fact, population concerns are so unpopular, most people aren't even familiar with the concept of Malthusian biology or the notion that it is possible to have too many people.

This. People generally have no idea how or where their water comes from, and they bury their heads in the sand thinking they can just as much as they want without consequence. Proper water conservation and treatment policies save millions for local tax payers. It's far more expensive to treat water after its been contaminated with things like industrial waste then it is to simply prevent it from being contaminated in the first place. Same thing with water recycling; let nature do the work. That's how it was clean enough to drink in the first place. If you want to pay for the exorbitant cost of water desalinization, be my guest.

I tell people I never want to hear anyone complain about who's in office as the president of the United States unless you can tell me three things:

1. Who's your mayor (if you have one)
2. Do you vote local
3. Where your water comes from (where is your watershed located).

Those three things have far more impact on your daily life than complaining about president Obamers. Not that I hope this ever happens, but if it gets to the point where there's no water in the tap, there's going to be anarchy really fast.

Reverse Osmosis. The entire western side of Cali is salt water.

Super expensive... And takes a lot of power.. Something CA doesn't have a whole lot of to spare because they won't build any new power plants. *But yeah, that is part of what they need to do. No disagreement there.

I think we're some ways from becoming a behavioral sink, especially in SoCal. Although it's crowded there, it's really nothing compared to other truly high-density urban areas.

Lived in O.C. from 2002 to 2005 . Their program works fine with the addtional benfit of fighting salt infiltration of the aquafers. L.A. needs to get with the program.
