My friend was having problems with his router, which he fixed. He has no problems now connecting to the internet, but can't access a webpage he wants to go to. Everything else works. He gets something saying "The connection was reset The connection to the server was reset while the page was loading." He said he can connect to the specific website fine when he uses a proxy server. Any ideas? I'm not a big help... don't know much about networking at all. Some help would be appreciated.

We need more information. Which OS is he using? Does he only have difficulty accessing this one site, or is he unable to access any sites without the use of a proxy? What kind of proxy is he using? Is the web site that he is trying to access secure http (https://)? What is the URL that he is having difficulty with?

The site is probably cutting him off because his machine was taking too long to respond, i.e. his connection is too high latency. The proxy would work because it allows the high latency connection to itself then makes a low latency connection to the site. Sounds like the router problems are not fully fixed. Just a theory.

He's running XP Pro... he has NO problems connecting to any site using his regular internet except this one site. When he uses the proxy he can access the site he's trying to get on and any other site. It's only giving him problems without the proxy. And he's using an HTTP proxy, the secure part and the URL part I don't know.

What kind of Proxy?
Possible answers would look like so: Squid Proxy, ISA, Proxy Server 2.0, or a public proxy. i am assuming your friend is using a public proxy since he is having problems with a SOHO router.
