Example there.

Is it legal to re-draw one that looks similar to it, and use it on a website?

Im trying to , but I suck at this kind of stuff, anyone want to give it a shot?

If it's distinguishable as being a knock-off of the image, it breaks copyright.

Having someone re-draw the same thing doesn't change it.

Think about it this way:

If you had a website and someone liked it... would you be happy if someone copied your design even if they re-coded it themselves?

Tell your friend to stop being an unoriginal jerk.

lol what an ass...

I guess I didnt make myself clear. Something similar to it without being the same. If someone looked at my website, liked the concept, and copied it in their own code, then no, I would have no reason to be angry.

monkey + attitude + banana all in an image would not be the same thing.

I think it is legal. You could rewrite a book with different character names and it would not violate the copyright.

Yeah, I was just trying to get feedback. He likes the concept/look of the monkey, and would be fine with something different, but Im not artistic/creative enough to give him any options. I could copy the monky roughly, but I wouldnt really want to do that, because doing that would be stealing (then again i suck enough it probably wouldnt even be close :) :)

Again, if it's an obvious rip-off it breaks copywrite.

And if it's close enough that it's unorignal, I still think you are a jerk. Designers and creative talent work hard for their ideas and for people to not respect that gets us pretty discouraged.
